So i recently got a new computer and lost all of my maps. There should be a button somewhere on your account that shows you all of the maps you have downloaded so people can once again download them if they ever lose their maps or just have all of your account progress stored so if you switch your account onto a new computer you can start right where you left off.

This is already a feature, but you need to have supporter tag: https://osu.ppy.sh/p/support. Once bought, in beatmap search just search "Ranked (Played)"

There's a feature that's supporter only, and in which allows you to view your played maps, as seen here:

Well... User asked for a download history, not a play history. Nevertheless, if you need to download these maps specially I'd suggest to play them and have the supporter features. A download history probably won't be added for this.
