AFAIK manipulating the osu! cookie is forbidden, and changing the menu background is suppose to be a supporter only feature, so yes I would consider this "illegal"
altering/manipulating osu files count as hacking and will be dealt with harshly
or why the fucking hell would you think that you are allowed to have supporter only features (custom menu background) as non-supporter?

You should really change that back, it is supposed to be a supporter only feature. I'm pretty sure you'll get into some trouble for that. And how do you not think having some supporter features without being supporter isn't "illegal"? It's pretty obvious you shouldn't do that lmao
