i live on a floodplain so we have to pay inundation cover and everything, it's shit expensive but it'll be a hell of a lot cheaper in the long run when the creek inevitably overflows and forces us to replace everything that we own which resides on ground level

Wait, are you renting, or do you own it. If you're renting, it should be the owner's responsibility to pay for the damages, as they should have insurance.
