adding a visible waveform behind the time line or something can improve quality of beat maps produced because creators would be able to visually see each beat and confirm that they are timed correctly.

I believe this has been confirmed by Flyte, that it'll come in osu!next (or I'm confusing it with something else)

Yup, this is confirmed, judging by these posts. These were WIPs, so the final design should be more polished according to flyte. They were announced... Wow, a year ago. osu!next will be gradually added this year, so except it to appear after an update.
