when in fullscreen letterbox mode the game uses the resolution specified by windows/native res for the whole screen and then shows your chosen letterboxed window with the res you chose
but why can't we also choose the resolution used for the whole screen?
we can only choose one of those options now
choose your own fullscreen res without letterboxing or use 1 specified res with the resolution you want on the letterboxed thingy

why not?
seems like a very simple addition to me
but I won't really use it though.
If everyone thinks it's useless then alright ;p

your question suggests the same as "why would we change fullscreen resolutions (at all)?"
well we can
except for when we use letterboxed mode for some unknown reason

lol check it @ video settings and choose a resolution that's lower than your native resolution and you will see what it is
it simulates windowed mode but it works in fullscreen mode for less input lag and other reasons

what I told looks handy to me for some people because I used to play on windows 1366x768 res(something like that) (while my native res is 1080p) and osu in windowed mode 1024x768 because my tablet area (the scaling) worked differently like that

but anyway I won't complain if this doesn't get added
it just looks like "it fits in the settings pretty well" to me

that is what is happening when you change the fullscreen resolution yes

this is actually what people do by changing their resolution (in any way) but at the moment it's restricted
