What the hell is this hanging off my video card. It came like this from TigerDirect and I cant figure out for the life of me if its a handle or something to do with cooling.

Is it detachable? Looks to me like a handle or something, but it's in an odd place. And it would be an odder place for a heatsink. Does it cause any issues fitting into your case? I can tell it's a Radeon, but what model is it?

It's to keep the card in place, though only some cases actually support things like that.
It's not entirely necessary, and only really matters if you move your computer around a lot, violently.
Otherwise, the usual screws are enough.
