Use HR if you enjoy HR. Don't use HR if you don't enjoy HR.
its not necessary, I dont even play with hr and im 3 digits, and my aim and acc are perfectly fine. Mods are a preference. Use it any time you want although i dont recommend ar10 hr till you are below 10k rank, simply because you will not have the accuracy to support the high OD.
Maybe you should play A LOT more before worrying about putting on hr.

Its not. You play it when you want to play it. Not before you can handle OD10 tho.

if it is your objective to gain ranks, it is advised to play it around 5k. Before that, it will hardly pay off. Make sure you got all the basics right before: Lower AR reading, accuracy, aim, tapping speed.
