what stores am I able to buy the pad and the pen for osu?

I dont know which stores to buy them nor do I know what they are called. Well I recently went to canadas computer, and they were selling these pen/pad drawings that costed $90-$130, and the pen on the picture dosent even look like its not touching the pad and Im not realy sure if its the right one because the guy said that its for drawing soo.....

Like I want the ones where the pad can detect the pen in mid air while you play it,

Its called graphical tablet.
It can be cheap as 30€ and expensive as 1000+€ .

It can work both as tablet and touchpad
It even comes bundled with drawing software

The thing is called the same in whole world.
Replace € with US$... I always use € symbol istand of $. I know i lt isnt the same but still...
You can get that thingie from amazon. I dont personaly own the drawing thingie because i dont see getting it just for osu. However i have seen many reviews on that model of wacom, so you should be fine

Ill vouch for the Wacom Intuos

I bought it solely to play osu! and i haven't had any problems. Just make sure you watch a video on how to reduce your input lag (HappyStick does a good one) before you play because i was playing with 17ms for like 2 months x.x
