I try really hard to increase (technically decrease) my rank, but no matter how much I try, the small improvements I make to my pp on a daily basis are way outweighted by others going over me. I feel like I am not getting better anymore and I even think I am getting worse. Help? (plz dont say play more)

there is a wall at ~2000pp, and its a pretty nasty one. Basically you have to learn to nail jumps consistently to get over it. It's not easy to do and takes lots of effort, but you will get over it eventually. I remember it took me forever too to get better at your range. Be patient and diligent, then improvement will show eventually. Everyone has to get past that hill. You are still doing fine.
For more information and some technical details, check out this guide. Maybe you are guilty of some mistakes that are mentioned in there. You may get better if you focus on eliminating them, once you found them.

Same for me except it goes on since 3 years. Are you sure you don't have any shitty computer / hardware / playing conditions limiting you?
