SV Calculation:
Net Scroll Speed: It is basically the average scroll speed. So if it's < 1.0, you are looking at an SV that (in general) slows down the map, vice versa.
Personally would say anything that has net scroll speed < 0.9 OR > 1.1 would need to take in consideration the scenario that is happening in the music.
(The above scenario is when the whole map doesn't have an intended slowjam or "fastjam", basically 1.0 scroll speed is intended for the whole map, this also may not apply to very long term SVs)

Personally don't think this Net Scroll Speed calculation will work in this case, this is a rather long Scroll Speed changing section, thus it kind of varies between players that use different scroll speeds.
01:09:443 - Personally would recommend to just have a constant scroll speed 1 or 2 bars before the next action taken by the player. Basically, having a constant scroll speed from 01:09:443 - OR 01:09:096 - so that it's more predictable on a sightread.
