You come across many active players in your range if you play multiplayer. You could ask some of those people if they'd like to join your skype group! As far as I know there are already some teamspeak-servers around, so maybe you find someone who gets you in a network that is already established.
(Just as a hint, you'd be better off comparing your rank (#343,731) or your total pp (272pp) with others. Comparing level really isn't accurate.)
