Someone says need a special program, someone says need to create new png file

Well... It's just a basic Photoshop (or whatever image editor) work of the scorebar-colour.png or scorebar-bg.png. If you don't know much about image editing, I would recommend you this tool: t/335846 It's a healthbar generator with your avatar, nickname, custom colors, etc.
