Don't use Cutting Edge.

Let me explain the new frame rate overlay. It no longer shows framerates higher than the configured limiter (or your monitor's refresh rate if unlimited is used).

Moreover instead of showing how many frames per second are happening it displays how long a single frame takes, which is a number way more representative of the how the game will feel to you. A lower ms number means better.
