Wouldn't it be a good idea to have another message popping up in #announce when someone misses after completing 95% of a beatmap?
Just like when someone comes first.
In order to prevent spam, I suggest only chokes made by >30000 rank players to be announced.
Example: <Player> has just chocked on <Map>!
