Only when you register your flag is set, which a VPN affects. Idk about ingame.
If you load up osu! While connected to a VPN, you'll appear to be located in whichever country the VPN is based via the in-game locator. The Forum flag is defined on account creation as others have stated, and does not change.Marshall wrote:
