Help with video

I have the perfect video: it's good quality, 23MBs (I plan to extract the video only later so it should go down below 20MBs), but the problem: it's an MP4. Osu! doesn't accept MP4s. I've tried converting it to FLV and AVI, but either the quality is miserable (not like, oh it's okay quality, but like, I see pixels everywhere quality) or the file size is huge (I was estatic when a FLV was good quality - to find out it's 77MBs. Ouch)
My question: would FLV or AVI be better to have relatively good quality AND small file size? Can anyone point me to a site that does said conversion? I have tried several but none work

hey, can you give me the download link to the video? i want to experiment with it, if you permit me...

to use H.264 and twice encoding while conversing may help

and remember to disable audio while doing that, will save a lot of space
