Hello! My name is Spencer but on osu! my name is "Skyler." I would like to change my name to "SpencerA" but before my name was Skyler it was Skylerdog123. I then changed it to Skyler (used my one name change) and now I am wanting to change it to SpencerA forever. I have already tried to message the people at osu! but they said no. Is there anything I can do to get a name change?

Well, you've already used up your one name change, so your chances of changing username just went from 100% to somewhere around 0%, especially when support already said no once.
