So i just got myself this tablet. Still figuring it all out..But one major problem i'm having is that when the pen is hovering over the tablet it moves. Like you don't need to touch it. Is there any way to turn this off?

The pen moves? The tablet moves? The cursor moves? WHAT MOVES?
If what you mean is that the cursor moves without the pen touching the tablet, it's supposed to be that way.

That's the hole point of the tablet, which is the hovering over your tablet .

my exact reaction when people who probably haven't even tried dragging for an extended period of time and tell people to not do it.

tablets were made to be dragged on, sure it wears the nib down but why did you buy the tablet in the first place? if you drag lightly it doesn't even do that much anyway.
