[added] Quicker Replay Hotkey

When I am retrying a song, I always run into a problem with clicking my tablet, most people just shrug it off, but I hate touching the tablet with the nib to prevent any damage possible.

I am aware that the current hotkey is CTRL + R but it's such a hassle to drag my fingers like that, waste more time than it should, and it has a 2 or so second delay.

Customization to the replay button would be nice, to change the hotkey and the delay.

Touching your tablet with your pen won't damage it (especially if it's just a light tap). I've had my tablet for around 2-3 or so years for drawing before using it to play osu and it still looks like it just came out of a box. No scratches or anything despite dragging my pen around on it for years.

The Ctrl-R delay is 160ms.
I will consider adding a more accessible key for it.

Issue(s) in this thread have been addressed by the following changes:
  1. Add bindable quick retry key (default to tilde). (peppy)
The changes will be applied to builds newer than b20150318cuttingedge.

Please follow up in this thread if you believe more work needs to be done to fix the mentioned issues. If they have not yet been resolved, please provide any new details that may have arisen after this build.
