I'm pretty sure most of the players would want this badly, it would make everything much easier. I'll start with an example image that explains most of it at a glance: 
This would offer countless advantages:
- for windowed mode players, being able to watch the chat and spec chat without toggling chat;
- seeing more of the chat history without scrolling;
- making private messages, well, private while livestreaming as the 2nd window could be put on the 2nd monitor and not shown on the stream;
And probably many other advantages that I can't think of right now. I don't see any reason why a versatile and configurable chat window wouldn't be a good idea for a game like Osu!
