So on a comment on the last changelog, peppy said he was going to release the beta and cutting edge release streams to the public instead of being supporter-only. Is this true?

Yep, free to use for everyone. Please not that it can be unstable.
Yes, it is free for everyone, with the exception of non-supporters can't access the Multiplayer area in cutting-edge (and possibly the Beta)
