What are these in a beatmap?

So I am really annoyed because I am new to making beatmaps and I see these in them all the time and I want to use them in my beatmaps but I don't know how. Someone tell me what this is and how to insert them?

Those are kiai times. Insert them under the timing section (Timing Setup Panel > click selected timing section (make a new one if you have to at the point where you want the kiai time) > click on the tab "Style" > click "Kiai Mode").

It doesn't work! it won't let me click on it and it is disabled
