Provide an option (likely a skin.ini config setting) so that spinner-circle appears on a layer above spinner metre.

I tried to make and design my first map when I encountered something I found quite annoying.
The spinner-circle.png is under the spinner-metre.png, which results in this hideous spinner above.
Is there a way to change so that the spinner-circle is on top of the spinner-metre? If there isn't, I suggest adding an option for it (since I need it XD)
