Is #help only English!?

I see this, and I get mad.
I just want to know if #help is only English. I know THERE IS NO SPECIFIC RULES ON what language #help is. And if there is, please link me to them!
People think that #help is only an English speaking channel. I highly doubt this!If it was, why is there no #helpes or etc.
I really want to know this! It's just makes me mad to see people think that this channel is English only. I have bad experiences with mods there. And I will not talk about them here.
So, link me to the channel rules if THERE IS A SET OF RULES.

I am in #help pretty much all day! I am rarely not there.

The rules specifically state that #help is not English-only... if there's anyone saying otherwise, they're in the wrong.

(they're probably getting the idea that it's English-only because the language-exclusive rule applies to all channels except for those two)
