i have a pc with this spesification:
processor: intel celeron 1.6 Ghz
RAM : 3 GB
Vga : intel HD graphic
can anyone tell me the good setting for osu that can minimize the lag?

I hope, by God, that you mean the low fps, and not the shitty latency during online play.
Assuming you worded it weirdly, but meant the former of the two - just put everything you can on maximum. Given the fact that your processor seems to be the weakest link there, I still think it won't have any problem running such a simple game as Osu.

I used to lag a lot, and everything on maximum caused my pc to essentially crash and burn. I would set your fps limit higher and disable all the detail settings. Play around with it, see what minimizes the lag the most. I would recommend trying a lower res. Lowering my res increased my fps by ~200.

Well,you can put osu! process in task manager at high or realtime priority.
