On skin versions 2.1 and above, the taiko-bar-right sprite is positioned at the very left of the screen (yes, underneath the white square under the keys in your image). On versions lower than 2.1 (i.e. version 1.0), taiko-bar-right is positioned to the right of the white square underneath the keys.
It looks like you need to be using skin version 1.0.
