Uh. You mean, if I want a song to be made a beatmap on? If so, just the funny songs, like Chocolate Rain, Tunak Tunak Tun, that kinda stuff.

Is this thread really necessary? I'd imagine the mods do a good enough job reviewing each submitted beatmap.

Try using the search function in the beatmap listing if you want to know whether or not they've been done already.
