Wacom Tablet Properties>Mapping, click 'portion' in the mapping area drop down box and drag what tablet area you want.
Maybe you haven't installed the software and drivers. Your tablet should have come with a disk, you can install the stuff off that.

Its probably best to just leave it on full area though
