Don't use vpn when you register or you'll be guaranteed to have a flag from somewhere else... but this won't really help since multi account is forbidden.
Send an email to accounts@ppy.sh to request a change with some level of proof, and you may get silenced after you did this as a result of they caught you multi-accounting.

my guess is that you are using a proxy
