What to do when someone covers a song, like a Yousei Teikoku song with a vocaloid, but it doesn't list the producer, i'd say, that in THAT specific case, you can use the Vocaloid's name as artist,

This rule: 'Vocaloids can be featured within the artist section if the producer/composer includes it via official sources. This ensures that we enforce metadata being accurate in all cases.'
It doesn't list anything about covers which do not have a real artist

I think we need to discuss about this case, and get to a result

Vocaloids already appear on artist area, if included by the artist. An example would be for example a song called "Undead Enemy", whose artist is officially Giga & Suzumu feat. Kagamine rings. In the case you mentioned, however, using the actual Vocaloid name isn't the best. Maybe something like "Artist - Song (Vocaloid Cover)" could fit better.

For example, one of my maps is a vocaloid cover
Faylan - Blood Teller (Lily)
The Yt uploader was called Ciel, so I named the artist Ciel
But... Shouldn't the artist be something else, like Lily - Blood Teller (Source is Faylan), or Faylan ft Lily - Blood Teller (ft Lily) (ofc only one of the ft Lily)
Also, for the tags, should cover go in there?

So for the predescribed song, what should be the correct format?

Ofc, there are more maps like this; Songs subg by 'real' people and then covered by Vocaloids
For maps like this, IMO we need a rule for maps like this; how handle Real artists name and Vocaloids name and Source and Tags

The vocaloid should never be alone in the artist field, it has to be with the person who used the vocaloid software to cover the song. There's still effort done by the person to cover the song with the vocaloid.

That's like saying for the song anaconda where Hatsune Miku was used to cover it, you give credit to miku for singing instead of whoever bothered to use her vocals for it (even though it's still a horrible piece people claim as a song)
A vocaloid can't 'sing' by themselves, it's a software, the artist field shouldn't leave out the person using the software.

Edit: this only applies if the music composition has been changed by the person using the vocaloid. If not, artist is still the original composer.

Since it takes up mostly the original composition, the original composer is still the artist because the music is still that person's.
But the covered by a vocaloid so that can be indicated in the tags.

The artist is supposed to be an artist or artists implemented to a song. If original artist does not sing in current song, because it is sang by a Vocaloid, then his name belongs to tags, same about the vocaloid's name. To the artist, there belongs an artist/group which made that vocaloid version. If the song is not completed rework, but some kind of mix, then it shall be just Original Artist - Title (someone's Mix), if the song is whole remade and there is nothing used from original artist, then original artist belongs to tags, artist shall be the one who remade it completely and the title depends on how he called it by himself. This applies to vocaloid, if original artist is implemented, but someone added vocaloid sing to it along with the original artist, then it would be Original Artist & Person/Group who changed that song - Song title, or Original Artist - Song title (Person/Group who changed the song Mix) or similar, if there is no implemented original artist, so it is a completely remade song, the artist will be in tags and it would be named Person/Group who remade it - Song title and if you'd want to add vocaloid's name, then it belongs to tags along with original artist.

If it shall be added as a rule, then this might be used:
Artist is the person or people who acted in the song. If the song is remake of original, but original artist is still implemented, then artist shall be Original Artist & Remake Artist, or it shall be after the song title like Someone's Mix/Remake etc. If the song is complete remake, not including the original artist, then artist shall be Remake Artist and original artist belongs to tags. In case of Vocaloid songs, they might be added into tags, but not into artist unless the remake artists claims his songs to have it as an artist.
