I'm not sure with the offset, but since it sounds and plays good to me...

I just looked on [Fair signal]

You just need to fix some spacing issues here...
00:07:60 ~ 00:12:67 - Spacing here just became next to each other, and since its from the same combo, except for the last two sliders, this is not good. Try to maintain same spacing throughout the song. I wont point at the other notes placed like this, you should know what those are since this is your beatmap.
00:17:42 - I think this sounds better if moved to 00:17:52.
