So I know that you're able to report people's scores on the beatmap scores list, but that only works on the top #50 ones.
I'm also aware that you can report people ingame by using the !report <username> <reason> chat function in the #osu IRC channel, and the button that appears upon clicking the user's name, and I believe the report is then forwarded to certain BAT members.

However, in most cases when I've found someone clearly abusing hacks, for example, nothing is done about it, even if I report them.
To be honest, even though I've reported users in top #50 ranks that clearly use a spin hack, nothing has been done about those, either. This is problematic especially because we're talking about a competitive game here, and it doesn't feel very nice when a hacker passes you in rank and nothing gets done about it.

Now I heard that there's only a few people capable of actually doing something about hackers and whatnot, including peppy himself and some other members. It really feels like too small an amount of people to take care of such problems, and I've only really seen something done about hackers when they climb way up to the top ranks, but those are the kind of hackers who are ready to give up their account, they don't even care anymore, they're probably not trying to even hide it.

What about hackers that have average pp incomes of about 70 or so, and suddenly get something worth of 150pp by DT:ing an Insane, but missing the last note or so on purpose so that they won't get a top rank or be noticed too easily? They often even get multiple pp incomes of about the same size, in quick succession. Now that's primarily evident in their profile pages. And what if they're not doing it at that current moment? How are you going to report them? It's especially difficult if they're offline.

I think there should be a report button on every user's profile page (where the stats and et cetera are shown). This could be used to easily report someone for, say, an inappropriate avatar or user page (the ones the supporters get), or suspected use of hacks to gain very anomalously large amounts of pp in very quick succession. There could be a penalty for repeated false reports to reduce the amount of innocent users being reported, and time being wasted on checking them out.

Additionally, there should be more members with the authority to ban hackers and the likes, since I feel like the current amount of people looking after it is very insufficient. The fact that the reports need to be done primarily in the #osu channel and that only a few people can take care of it, provided they're online, seems like an ineffective and unnecessarily difficult way of taking care of it. It's certainly not obvious to anyone who's new, even if there is a tutorial video on Youtube. A temporary ban system with possible pardons could perhaps be implemented as well, with score nullifying being another possible option, so that false, accidental bans wouldn't bear so much weight.

In any case (tl;dr), reporting players should be made a much more user-friendly function. The IRC command wasn't very obvious or convenient at all, and it might be especially difficult for new players to report someone. Report buttons should be placed on people's osu! profile pages and a reason for the report to be an obligatory requirement, as well as a penalty for false reports. There should be more people with the authority to punish hackers.

I once reported a player by clicking the report button (not the /report thingy). Nathanael-sama them pm'ed me about reporting someone without a reason. lol

If that happened too me I would ask "what's the point of the button then?"
