Sayonara russian players...?

I found an article today, about scheduled voting in some kind of russian high council or something like that. The subject is to shut off russian network from the global internet, what would result in russian players not having access to - among other sites - osu! I suppose it won't do you much good to read it since it's in polish, but here you go:

Even if that happens, true Osu! players will continue play offline- without ranking, multiplayer and other online features.
