It could be your skin or graphics card.

Try these options:

1. Update .NET Framework: http://www.microsoft.com/en-us/download/details.aspx?id=17851
2. Try openGL mode or DirectX mode.
3. Update your drivers for your graphics card
4. Disable shader effects (These can sometimes play tricks on your GPU)
5. Disable skin (try default skin)
6. Try playing at a different resolution (I have a feeling this could affect it too)

If non works, try Re-installing osu using the osu uninstaller itself.
