I haven't actually looked at this beatmap myself but did you move it based on prejudice or is it actually garbage?
I modded one of Princess SPAM's beatmaps and it was actually timed perfectly; it only had a few beatspacing issues and unimaginative note placement. Another 15 minutes of work and it'd be legitimately rankable.
