So a few minutes ago I tried donating $8 for osu! supporter, and when I entered my password for paypal it told me that it couldn't go through or something like that, is this a problem with paypal or the website?

Anyway, if you were on Paypal's website and something bugged, it is most probably their fault (although it would be nice if you could post the exact error message). I suggest you wait a bit and try again later.
Oh and btw, next time please post in the Technical Support forum. Or let a mod move this thread there for you.
