That website does not run on user generated content.
All the skins visible there are uploaded without the creator's consent and/or knowledge, and some of the screenshots are stolen from skins.osuck.net. On top of that, the website is an ad-ridden, barely working garbage.
If you want to upload your work somewhere, consider the Completed Skins Compendium, or as previously mentioned osuck.
