Hello, the correct forum to ask this question is either this one or this one i would say. However, to answer your question, you can visit this website to see which BNs are open for requests.
Then, submit a request on their preferred platform (which could be an osu PM, a google form, an osumod queue, etc.) as you can see in the screenshot:
Then just wait for their response. If they accept, they will contact you personally.
If you already know this informations and your question is more about how to make sure that BNs like your map and nominate it, I think the first point is to keep in mind who you are asking based on the song. For example, if you are mapping a game OST, you know it might appeal to the BNs of the sd_vgm queue. If it’s a Touhou song or remix, it might be liked by the BNs in the sd_touhou queue, etc.
Besides that, I recommend requesting mods in the modding queues, especially if you don’t have much experience in mapping. Once you feel confident that your map is high quality, you can move on to requesting BNs.
