Problem details:
whenever i try running osu the update window pops up before simultaneously claiming the game is up to date and closing once more
here are the logs i copied over from evenvwr:

i tried uninstalling and reinstalling my graphics drivers, i tired updating (and disabling and reenabling) the .net framework, heck i even reverted back to older versions but nothing seems to work so i'm finally posting about it here, it'd be great if this can be fixed, thanks.

this only seems to be a problem on my laptop, the game works fine on my pc, lazer also runs without issues on my laptop.

edit: after tinkering around a bit i was able to fix it using DISM

Have you tried running repairosu!.exe from the osu! folder? Try running it and opening the game in a different compatibility mode
Cutting Edge, for example.

Yes I did, repairosu also does nothing. I also tried changing the compatibility mode to windows 8 and other earlier versions as well. I don't really understand what you mean by "Cutting Edge" though.

Could you double check there is no pending updates on your laptop? I understand you've checked for driver updates and messed with .NET Framework versions, but there may be some pending updates that resolve the issue. Also try disabling any in-game overlays such as Discord or Shadowplay to see if it helps with your issue.

I regularly update my drivers with driver booster so that shouldn't be the problem, I checked it either ways and everything seems up to date. Also checked if there was a windows update pending, there was none. I don't really use any overlays so that shouldn't be the problem either.

when you update your drivers do you always do a clean install of the new drivers or do you just install them ontop of the preexisting drivers?

I always use ddu before I update my graphics drivers.

Also I edited it into the initial post, but I already fixed the problem. I was able to do so after using DISM, apparently the issue was with
one of these three files
HyperV-VID-Deployment manifest

Microsoft.PowerShell.Core.Activities.dll

wbemcomn.dll

being corrupted or missing during a disk scan the laptop performed at boot, I was able to run osu again after fixing those three
