[osu!stable] Lag spikes and not good overall performance on high-end laptop

Hi! Recently I bought a brand new laptop (ryzen 7, rtx 4070, 32 ram, win 11) and every game I play, my laptop run smoothly like crazy on ultra settings (games such as rdr2 for example) but somehow osu is lagging. I run osu! on latest stable version with all visual effects off, I have osu! set on high priority as well as high performance. I tried compatibility mode - same issue. I tried using unlimited fps - same issue. Currently I'm using optimal. In compatibility I have turned on "disable fullscreen optimalization".

My drivers are up to date, also my laptop don't overheat.

Even in NVIDIA control panel I've set this settings on osu!:
low latency mode: on, power management mode: prefer maximum performance, texture filtering - quality: high performance, triple buffering: off, vertical sync: off.

All apps in background like discord, steam etc. are closed. I'm not using any antivirus, only windows defender. In task manager nothing is consuming my disc or cpu.

My fps usually are something between 450-480/480 fps while in main menu but in game i have 800 up to 980/980 fps. My ms is also jumping sometimes but I'm playing solo so i don't think that my wifi should really that matters.

Looking closely to that lag spikes and overall weak performance I meant by:
While choosing a map sometimes lag appear for a second as well in settings. While playing osu! It play smoothly for a while then it's stuttering and sometimes I don't have time to click a circle because of the lag. Also it feels like it's ,,heavy", because once i play it, It's running smoothly then like 5 seconds later it's like im playing on 60 hz.. I'm using 240hz and yes, I checked it, I'm currently using 240hz.

If it's useful info for you, I'm using only lite osu! skins versions.

Any advise would be helpful, I'm really sad because my older (really old, windows 7 and cpu with GT in its name) almost unplayable pc was running better osu! than my brand new gaming laptop.

ps I've watched almost all youtube videos about removing lags as well as osu! forum with solutions.
