Why are some mods missing in osu!lazer in all modes except the main one?

In all osu!lazer modes except the main one, some mods are missing. I don't really need them, but I wonder why that is? Looking at players on some map in the top 50, you can see that they can use these mods that I don't have. For example, the "classic" mod, I often see it on other people in osu catch, but I can't use it myself. Does it depend on the type of device?

Some mods are specific to the gamemode, i.e. you don't need magnetism for game modes that don't have an aim component: taiko, and mania have zero aim component, and catch's only aim component is on the x-axis only.

Classic is a mod that is applied when the score is set from stable. Basically for better parity with stable and the leaderboards there, classic mod was created (it does some other things for osu!standard, like it keeps a more osu!stable feel instead of a osu!lazer feel). Classic when manually applied also gives a score penalty of 4%, as well as making the score unrankable.

I think classic isn't allowed for osu!catch because catch is basically a 1:1 from stable to lazer so the classic mod would do nothing but change the score amount you would receive and the fact that any score you submit wouldn't be submitted with classic manually applied.
