[osu!stable] Frametime capped at 1ms

Problem details: Usually, my frame time is around 0.2-0.6 ms. One day, I opened up the game and the frametime is locked at 1ms (sometimes, 1.1). It isn't about my PC it seems. What could I do to resolve that issue?
I can provide any other necessary details.

I tried everything and it doesn't seem to help. I think that it was some kind of setting that enforces the delay to be strictly 1ms, but I have no idea what kind of setting it could be. I have already tried repairing the game and resetting the settings
