Problem details:
I have an Xbox account name and i really hate it, i wanna chang it but im broke rn, can i maybe create another account?

This would directly violate osu!'s Terms of Service, so you cannot create multiple accounts for yourself if you wish to change your name. You can change your name for free once with supporter tag, and subsequently by purchasing name change.

If you think your name violated your own privacy, you can mail account support instead and have it resolved for you.
