This is completely preference. See what scroll speed works best for you.
I'd say to just avoid changing it too frequently because it sometimes can make it looks that you can play something you are not ready yet.
Without scroll speed adjustment, I would be screwed in mania
so, with every skin, u will use a diffrent scroll speed. like boji's skin: i use 26 or 27. but jkzu's Quadraphinix skin: 31-32. changing scroll speed sometimes can affect your ability to read the notes, i mostly use jkzu with 31, but if theres chordjacks i mostly go with 32 so i can understand the bpm/speed of the level and see the space between notes,
and no changing scroll speeds is not bad
and no changing scroll speeds is not bad
