Problem details:
This affects the sensitivity for all beatmaps, but it only changes while playing a beatmap.
The phenonemon is completely random as I cannot make a correlation to the beatmap, how long the pc or game has been running, what status the beatmap has etc. .
When my sens changes, a short flickering effect appears on the screen and my sens is instantly changed.
I am fairly certain that the flickering always happens, but there could be cases where the sens changes without a small part of the screen flickering.
This change in sensitivity only happens right at the start or very early in the play.
It also appears that I can temporarily fix this issue by going to my homescreen and clicking on it a few times and then go back into the game. The game does not even need to be closed for that, it is enough if I just pause during the play and then resume it. However rarily this fix does not help, which only happens on days where this change in sensitivity happens very very often. Unfortunately the days where this bug occures more or less often or does not appear at all are completely random.
Also, the sens changes to the one which is used in the test function of the beatmap editor, although I do not know why that sens is different from my normal one in the first place.
Furthermore, this exact behaviour is also happening in cutting edge and osu lazer (which I downloaded yesterday).
