Have you installed/played osu! on the computer you are trying to use now in the past?

Try this:
Create an osu! folder in whichever location you want osu! to be installed in. For example, if you want all of your osu! files to be located on your desktop, the path to your new osu! folder will be ...\Desktop\osu!

Move osu!install.exe into that new folder and rename it to osu!.exe, then try running it.

How many beatmaps do you have and how long have you been waiting? It takes some time eventually

since i just reinstall the game i only have 8, been waiting for 30 minute and it still spining

edit
more than 1 hour still spining decided to alt f4 the game don't know how to fix

Yeah shouldn't take that long for only 8 beatmaps...

Please close osu!. Then, go to osu! folder, move out the osu!.db file and try if that fixed anything (it will process again but it should not take longer than 5 minutes honestly).

It may be worth trying to play on the new osu!lazer client instead: wiki/en/Help_centre/Upgrading_to_lazer

have you done anything weird to your windows install, because this feels a bit like a windows issue.
Do you for some reason have folders manually set to read-only or smth?

no i don't i only donwload games from steam that's all

how do i check the folder if i accedently set it to read only?

and i think yea at this point i think something's wrong with the pc

edit

If you are wanting to check for anything messed up in the computer, you can try:

1. Check for pending updates in the OS.
2. You can always attempt a SFC Check to see if there is something going on.
3. Check to make sure your firewall wasnt stopping it from downloading. (Check here)

otherwise, if lazer works fine, then Im going to mark this as resolved.
