If you have been consistently connecting from a country that differs from your account's country over a long period, you will be prompted to change your account country in the account settings page.

There are some other requirements as well, make sure you are not VPNing or pinging from other countries through VPN. If you are near the border of a country then you might need to talk to your ISP to make sure that you have a russian IP or that they can manually try and set that for you if its pinging somewhere else.

If the button to change your flag doesnt appear then it is more than likely not meeting the requirement (meaning you are not consistently pinging to the country where you are staying)
