abt the copyright law in Germany, i wanna know if it possible to download bitmaps from official site osu! without troubles with that law, or getting fine for that

there're thousands of German players and none of them got abducted by the Stasi yet. So you should be fine.

No worries about downloading songs officially from osu! as its osu!'s issue to work with the DMCA request. Users are only expected to not public music/content they dont have explicit permission for.

It would be very annoying if it was a problem for osu! but it's not the case so it's good

No, you don't have to worry about downloading beatmaps.
