try deleting the .require_update or the client.realm.lock in your osu!lazer installation located at %appdata%/osu (Windows)

I deleted the client.realm.lock in my osu!lazer installation, but it just somehow like reopens whenever I launch osu!lazer. It just appears out of nowhere.

Yes, it gets created on every launch. The client.realm.lock file is used to coordinate writes to the local database which stores your maps, skins, scores and so on. I seriously don't know where the recommendation came from to delete it. It's likely not going to help.
