Check out the osu! Tournament Hub, here you can advertise your tournament and try to onboard staff.
However, it is generally strongly recommended that you staff in tournaments yourself first to get a better picture of what your responsibilities will look like. In reality your staff team may need to be much larger than what you’ve described here. If you’re new to hosting, this document is an excellent reference for how to succeed at hosting.
